CSN's Study Support

If you are between 27 and 62 years old and have worked for a long time, you have the opportunity to apply for CSN's student finance for transition and retraining. You can receive this student finance to further your education within your professional field or to change careers and switch occupational paths. You can receive support for 44 weeks; longer if you study part-time.

CSN's transition student finance for transition and retraining is a public financial study grant that is decided and administered by CSN. From 1 October 2022, working professionals in Sweden have the opportunity to apply for this extended student finance. The student finance consists of both a grant component and a loan component and is flexible, meaning you can choose to utilise only the grant component.

The transition student finance from CSN is part of a comprehensive support package that the transition organisation you belong to can offer. For example, for those working for an Omstella affiliated employer or who have been made redundant, support is available in the form of advice, career and study guidance, a formal opinion for CSN, and economic study finance.

To benefit from CSN's student finance for transition and retraining, you need to submit an application on CSN's website. When CSN reviews your application, they assess whether the studies strengthen your position on the job market. One of our roles as a transition organisation is to provide an opinion to CSN regarding your studies, a so-called formal opinion. The opinion clarifies how the education strengthens your position on the job market and is a document that CSN is to give special consideration to in their assessment of student finance for transition and retraining.

If you are granted student finance for transition and retraining from CSN, you can apply for Omstella's additional collectively agreed study grant. Together, they can cover up to 80 percent of your salary. If you have a monthly salary of 35,000 kronor or more, the support covers less than 80% of the salary.

To be eligible for additional study support with us, you must meet the conditions for transition support or skill support.

Apply for CSN's student finance for transition and retraining

If CSN's application period has started and you know what you want to study, submit your application for CSN's student finance for transition and retraining directly to CSN. You do not need to have the formal opinion ready before applying to CSN.

If you already have support from us, talk to your adviser for guidance.

If you do not have support from us, you need to be/have:

• Employed - apply for skill support.

• Made redundant - your employer needs to apply for transition support with us.

• Fixed-term employment that is ongoing/has ended - apply for transition support.

Omstella Contacts You

If your application for support from Omstella is approved, we will contact you for an initial conversation where we will review your situation and assist you further. If you are not granted Omstella's support, we will contact you to inform you of this.

Omstella Issues an Opinion

Once you have been granted support from Omstella, we will provide you with advice and guidance in your choice of profession and studies.

Subsequently, we will submit an assistant and formal opinion to CSN. The opinion clarifies how the education strengthens your position on the job market and is a document that CSN will consider in their assessment of transition student finance.

Questions & Answers

To apply for CSN´s student finance for transition and retraining, you must be at least 27 years old and meet two key criteria: you must have an established presence in the labour market and a current connection to it. This means that, over the past 14 years, you should have worked for at least 8 of those years, and within the last 24 months, you must have worked for at least 12 of them. On average, your working hours should have been at least 16 hours per week.

There are different upper age limits for the grant and loan. The grant can be awarded until the year you turn 62, but from the year you turn 61, grants can only be awarded for a maximum of 10 weeks.

There is a structured assessment process for determining which educational programmes are eligible for CSN support. For upper secondary-level education, the standards are reviewed and assessed by CSN. However, it is the Swedish Council for Higher Education (Universitets- och högskolerådet) that is responsible for assessing post-secondary education.

Beyond the assessments from CSN and the Swedish Council for Higher Education, educational programmes provided by a transition organisation may also be eligible for support. If you have received parental allowance or sickness benefit for a month, CSN will count that month as working time. This means that if, for example, you have received parental allowance for 6 months, the period is extended from 24 to 30 months.

Since you receive benefitsn from the Swedish Social Insurance Agency (Försäkringskassan) when you are on parental leave or sick leave, you cannot apply for CSN´s student finance for transition and retraining for the same period. In other words, you cannot receive double financial support. CSN conducts follow-up checks and will require repayment if double financial support has been received.
When you apply for CSN´s student finance for transition and retraining, Omstella needs to submit a formal opinion to CSN. This means that we provide an assessment to CSN regarding the education you have applied for. We evaluate whether the education will strengthen your position on the job market in relation to the skills needed by the job market.
